modifiedの値は、Z後置子を付けていたらUTCであるべきなのに、Time.nowでlocaltimeのまま作ってしまっていました。Zの代わりに+09:00とする方法もあるようですが、ソフトが解析するパラメータなのでUTCのほうが都合がよさそうです。
